The Exception Temporary Residence Visa better known as VIRTE is now being issued for those foreigners who are unlawfully residing in the country and want to change their immigration status legally.


On April 12th, 2023, Executive Decree Number 698, issued by President Guillermo Lasso, was granted and awards immigration amnesty for foreigners who meet the following requirements:


  • Have legally entered Ecuadorian territory through official migration control points, on or before September 16, 2022

  • Hold illegal immigration status

  • Have completed the process of registration of migratory permanence, according to the timeline established by the Ministry of the Interior, and;

  • Not be considered a risk to the Ecuadorian State


This visa is valid for two years and can be renewed once.


Any foreigner who wants to apply for this visa must start the process between July 12 and August 15 of 2023. According to an additional executive decree (No. 809) signed by President Guillermo Lasso on July 5, 2023, “The registration of migratory permanence from the Ministry of the Interior will conclude on August 15, 2023 for all stages of the regularization process.”


The Ministry of the Interior will issue a migration permanence certificate which will allow foreigners to access the application for the VIRTE Visa, which then must be presented before the Ministry of Foreign Affairs and Human Mobility.


After August 15, the other phases included in the second stage of regularization will begin and continue until March 12, 2024.


Requirements:

  • Current passport

  • Certificate of criminal checks of the origin country and in which the applicant had resided during the last five years prior to their arrival in Ecuador.

  • Ecuadorian criminal background checks


In the case of minors, the birth certificate must be submitted.


All the paperwork must be translated into Spanish by an authorized professional and it must be duly apostilled or legalized. In addition, the documents need to be converted to PDF and the file size needs to be less than 2MB.


Procedure:

  1. Register using the website www.estoyaqui.ec by uploading all requested information. (Passport, picture of the applicant, water or electricity bill) and request an appointment to verify the information at the migration offices.

  2. Using https://estoyaqui.ec/regularizate/, fill out and complete the required information.


*The foreigner will need to register with the red number sent to the email address provided when the migratory certificate was issued.
